Penalty Group 1 includes drugs most likely to cause misuse and addiction that are not for medical use. These drugs include:

  • Cocaine.
  • Methamphetamine.
  • Ketamine.
  • Heroin.
  • Oxycodone.
  • Hydrocodone (over 300 grams).
  • PCP (phencyclidine).
  • GHB (gamma hydroxybutyrate).
  • Flunitrazepam (Rohypnol).
  • Fentanyl.
  • Methadone.
  • Many other opiate and opioid derivatives.
